where has the ability gone to turn off recycle bin in the gallery app

It should be there in the Gallery Settings. It is a fail-safe mechanism. Why do you want to turn it off?

The option to turn off Recycle bin is no longer available in the Gallery app.

I don't use the Samsung gallery app but I've heard someone else saying the same thing on another thread. Maybe the bin is the same as what you get in Device Care > Storage ?

Definitely not removed. Seems to be across the whole OS.
