Samsung S8 SIM Network PIN Blocked enter SIM PUK code (but the SIM card work fine in other device)

I have Samsung S8 with Vodafone subscription. The device should be sim-locked free right? But I encountered problems when I tried  to use sim card from other operators. The device displayed message like this " SIM Network PIN blocked. Enter SIM Network PUK". I tried to enter the PUK and it was not working, if i tried three times the device will be freezed. The other SIM card work fine in other devices, so I knew it is not the SIM card.  It seems the device only work with vodafone SIM card. I contacted vodafone, and they only say it should be SIM free, and they suggest me to contacs SAMSUNG.

I looked at the internet and found similar problem in the vodafone UK.

hello, i bought a phone in Brussels, the phone has unlocked network, i am from argentina and i am want to use an argentinian sim card from argentina but the phone has a regional lock, it asks for a pin number. I read that i can unlock it by making or receiving a five minute phone call in the region where you bought the device from, but i am in argetina and do not have an european sim card. I really insisted the salesman if i could use this phone in argentina and he said yes and now i have this problem. How can i unlock the phone. Thank you
