Sometimes my phone does not react to me tapping or swiping it what should I do

May I ask what phone we are talking about here?

Normally cleaning your your phone screen of smudges goes a long way of keeping it working as intended.

Hello 👋 @rileylovetech 

First turn the phone Off and On i.e a Soft Reboot, but if that does not help then follow this by trying a forced reboot by holding down the volume down key and power button simultaneously for more than 7 seconds to restart it. When your phone resets, you will feel it vibrate.

There easy a setting in Settings > Display > Touch Sensitivity which might help. 

Also if your using a screen protector then that might be hindering touch Sensitivity.

I have took my phone case of after I reset it it works again but sometimes it's because of something on the surface of the screen after I restart it after a while it does it again

Any moisture on the screen? This can cause unresponsive or erratic touch responses.

In that case, simply turning off the screen and wiping it down should sort out the issue. Having damp or wet fingers will also result in undesirable touch responses.
