I cannot send a mms message on my samsung galaxy j3 phone.

This is usually network specific, you've either not got enough credit or mms messages aren't part of your allowance, it's something for your network to sort. Or is the failure due to the phone itself?

Like John4Oh says it could be either your network or possibly something in the phone settings.

 

Unsure which version of the J3 you’ve got, but if you go into Messages > More (or 3 dots for 2017 J3’s) > Settings > More Settings > Multimedia messages, and click on 'Set Restrictions', it’ll tell you what the phone itself is set at, and allow you  to choose between ‘Restricted’, ‘Warning’, or ‘Free’. Worth bearing in mind that sending MMS often costs a bit more than a standard SMS though!
