If you want a truthful answer, the Chinese only phones that aren't sold outside of China have the best cameras, especially for zoom. I'm not too sure on the brand but it might be oppo that have a 120x zoom that looks better than the s25u 100x zoom. They also have much larger sensors than any other phone.

Since you have to import them and the phone software usually isn't fully English or as polished as normal, they don't provide the best smartphone experience.

For phones you can go and buy, s25u, s24u or the latest pixel phones have really nice cameras.

Though the samsung ultra phones have a bit of a quirk with them. They use a laser sensor for focus. If you try to take a pic through a window, the phone tends to focus on the window not through the window.

If you get to learn how to use a camera. Have to say that the S25 series phones have brilliant cameras.
I've seen some exceptional photos taken with the S25 series.
I'm loving my S25 Ultra.
Even the Z Fold 6 can do some great stuff.
At the end of it, just depends on your personal preferences for cameras and the software that runs them.
How well the results you get work with the software to edit them

The truth is, the best photos are taken by the best photographer. Most top tier flagship phones will do a very good job at taking a great photo, but the photo taker has the biggest influence over the overall composition.

It's an interesting question because with each phone iteration, I always wonder if it can get any better.
To echo what others have said, it's more relevant how the photographer frames their shot.
I struggle with the artistic composition and don't have a great eye for a good photo despite my S23 Ultra having amazing cameras.😂
