Switching one dual SIM to eSIM prevents dual sim capability

I'm using a Samsung S21 in Sweden with Tele2. Previously using dual physical SIM cards. The 2nd operator outside of Nordics. 

When switching the one physical SIM to an eSIM, the phone now only allows one SIM to be active (using the SIM Card Manager). During the loading of the eSIM it forced the other SIM card to switch off. When trying to switch the 2nd physical SIM on again it only allows the 2nd SIM card to be turned on if the other (eSIM) is turned off. So basically only one can be active at one point in time. 

Defeats the whole point of having dual SIM if you want to allow incoming calls/SMS from either operator (one call at a time is understandable). 

I hope someone can help advise if this is a known limitation (Samsung or operator) or whether there is something that can be done to enable a physical SIM and an eSIM to be active simultaneously. Or do I have to revert back to having 2 physical SIM cards?

I had the same problem with my z fold 5. I solved it by switching off the phone, then take out the sim tray, put the physical sim card in slot 1, turn on the phone, activate both sim and esim. To my surprise it worked instantly.
