Seems January update is very late for s21 ultra considering my old work phone which is samsung xcover 5 has January update 😆.

Is it delayed or?

Depends if your phone was supplied from a network provider.
I've seen a couple of owners with unlocked phones say they have received it
But network supplied devices will have network optimisation software added. This will delay those devices getting the update slightly
Some networks are quicker than others

Mine is unlocked and btu not locked to any networks so it is strange this time.

Same here, my guess would be they've halted the update due to an error that some users have complained about.
