Was just released for the older models S22/S21 models yesterday as the S23 has just got it already. Be patience

Yes  reports that the One U 5.1 has started rolling out to S21/S20 Range as well, still waiting here though .  https://9to5google.com/2023/02/13/one-ui-5-1/

Apparently some features like the gallery cutout for pictures like the iPhone are S23 exclusive atleast foe now.
