"Hey Bixby" and "Ok Google"

I use voice activation for these two assistants very often. However, more times than not, they do not respond. 

At least not until I wake my phone which defeats the purpose.

Perhaps it's something to do with one or more of my settings but I can't figure out what the problem is. 

I hope I've not posted this in the wrong place, first post and all. 

Any help would be appreciated.

From my experience these systems rarely work well together. Whilst in theory they can be used together, I'd recommend that you pick your favourite then stick with it else they will be constantly trying to "grab " component processes.
