Before the update you used to be able to edit the background blur after you've taken the photo. 

Now I can't find or see how to do it. 

Is it still possible???

If the photos have people in it, you can create a background blur effect by clicking on the Potrait effect. To get to Potrait effect. Swipe up the photo or click on the "i" (Details).
