Notifications Only Come Through on Wifi

Hoping someone has a solution for this. I did the UI 5.1 September Security patch update on 16 October (G998U1UEU9EW12) and since then I only receive notifications from all apps when I connect to wifi.

-mobile data is on and working great

-battery saver is off

-notifications are enabled

-individual app are notifications enabled

-I cleared cache through boot menu

-I reset network settings 

-I removed all apps from sleep/deep-sleep

-Adaptive battery is turned off

-Do not disturb is off

Any advice is appreciated. I really don't want to factory reset.

Maybe you need your cell phones APN settings checked. Hoping this works for you. If not my reply might bump you up the queue a bit.

I was able to fix it, though I'm unsure what did it. I'm thinking it was either resetting network settings and/or removing some recently installed apps. Hopefully that doesn't happen again!
