has anyone heard more about this topic? I put on developer options and checked my refresh rate, and I cannot get it to go down to 10hz. Best I get is 48 on certain youtube videos. Usually 120hz or 60hz while static screens...

Thanks for the info Adam. And that's quite possible, but so then is there a way to confirm this, ie a program that either records or displays the refresh rate while not affecting it?

Same for me, I couldn't get it below 48Hz and I have an S21 Ultra as well. I managed to dig up this ADB command to change the screen refresh to 96Hz on the S20 Ultra, and modified it to get 10Hz:
adb shell
settings put system min_refresh_rate 10
settings put system peak_refresh_rate 120
Sadly, no dice, still defaults to 60Hz. Even I set both min_refresh_rate and peak_refresh_rate to 10Hz, it just goes to always running at 60Hz like it's ignoring me completely. But, if I set both to 48Hz... Now I can get 48Hz everywhere! Of course this is way too choppy when scrolling, so it would be nice if I could at least get 120Hz then drop to 48Hz for videos/etc, but if I don't set BOTH to 48Hz to force it, it just jumps back up to 60.
And fun fact: Most YouTube videos are 30fps, not 60. So screen running at 60fps seems like a bit of a waste since most of what I do on the phone is watch YT videos or browse websites. The latter of which I wouldn't mind doing at 10Hz when not scrolling. But that doesn't seem to be possible.
