Mobile data automatically on

I recently purchased a 2nd hand Samsung S21. I rarely use Mobile Data so I always keep it turned off. However, after I turn the phone back on, the Mobile Data status resets to on!  Should it do this, or is there any way of permanently turning it off, so I can manually turn it on if I want or need it? Thanks

Settings
Connections
Data Usage
Mobile Data

Toggle mobile data to off.

Restart your device and see if that works 👍

Thanks but no, that doesn’t work. It seems to reset to on after startup.
