I'm sure if you can prove the phone was preordered, samsung will honour their promise. in the situation you have described I would say you contact samsung and explain your situation before the 28th Feb.
Well it depends, if you've ordered them directly from samsung they will include the freebies in your cart for you and these will be delivered with the phone. where as if you got the phone on contract for example you'll need to claim the freebies from samsung directly
