If I respond to a text or call the dual sim settings on my phone "SIM card manager" are ignored and default to the sim that the call or text originated.

Hi, I see the same behaviour in S22 plus for SMS and in a way it makes sense. Imagine that you receive an SMS from someone on SIM 1 number and you reply back to them with your SIM 2 number - although you will have one view of the conversation, the other person will have 2 separate views of your messages ( from SIM 1 and SIM 2).
You should still be able to change the SIM that you want to reply with. After you have opened the message, click on the 3 dots in the top right corner and change the SIM. Check if you have this setting in your phone.
For new messages that you compose, the default SIM is selected ( I suppose you also experience the same).

The above behavior I call problematic. If I reply, I want to reply using the preferred SIM. In an era where things are called "smart phones" the behavior becomes more stupid. The least I expect when replying to a message received on the lower prioritized SIM is that it shows me a pop up if I want to reply using the preferred SIM or not. Detecting what SIM the message received is nearly invisible. So the least I want is a clear indicator what SIM is used to reply. I give example: two SIM for 2 countries. To avoid roaming cost, I set default SIM when I change country. But it still causes me to pay massive if I reply on the wrong SIM.
