Create new label in Gmail app

Hi , asking for my sister in law , she used to be able to create new label in Gmail app on her phone but now can only do it on her laptop ? I've looked and none of the ways described online or YouTube work , there is no create label tab ? This is for Gmail app on samsung mobile , thanks
