So, go to your cogwheel settings in the pulldown menu, go to security/permission manager. Then go to camera and ensure it has the correct permissions for the camera all the time. Hope this helps...I had the same issue, but realized I did a thourough permissions overhaul previously and denied many. That was one of them.
