When using the lowlights in night I encounter this issue in my 1st 2nd or 3rd taking of videos

That's definitely quite odd. Does this only occur when using the Camera app, or do you also experience this issue when recording via third-party apps such as Snapchat, Instagram, etc? If no, please head into Settings > Apps > Camera > Storage > Clear data. This will reset your Camera app data without deleting any personal data.
