I find that double tapping a tool icon with a hold after the second tap is a cumbersome, and much unnecessary. Why not enable the S-Pen button for opening a toolbar icon's elaborate options? Or a single tap and hold? Or even better provide all two or three options for that? What might be a reason to avoid this in the overal usability paradigm?
The double-tap + hold manouver is workable yet it's surely hard to see a reason for that extra dexterity for merely operating an icon's secondary action, and it confounds in practice with dragging the toolabr. I think that this extra dexterity for a common action can be radically simplified, as mentioned.
