Device locked by samsung due to a reseller not completing trade-in

I also had a similar issue, my

husband bought a brand new boxed Samsung phone from an Ebay seller who had 100% positive reviews. He had it for around 2-3 months and all of a sudden yesterday Samsung locked it and he cannot use it.
He has emailed the ebay seller [seekvalue] who appears to have stopped selling items and he has heard nothing. Because it was over the 30 day period he cannot exchange it through ebay and get his monety back. He has paid the full price and there was no device trade in from my husband's part. So it must be the samsung reseller who did not perhaps trade in a phone or pay the amounted required.

I contacted Samsung but they are saying the reseller needs to get in touch with them to resolve this. The ebay seller [seekvalue] is not responding to messages via ebay. So, we are assuming that this plan is not going to work. Because it is 30 days after the phone was bought ebay is not going to do a return and refund, we are going through paypal but so far no responce either. Has anyone had this experience and how did they dealt with it?

Sadly this is an all too common issue.
Unfortunately without the original purchaser details and account details. There's very little you can do.
I'm no expert with eBay.
But there must be some complaints procedure
Wonder if you used your credit card, can you contact the card supplier and maybe claim back the money through them.
There's a regulation you can use, but for the life of me I cannot think of it.
But definitely keep pursuing PayPal

Samsung won't do anything and the original purchaser needs to resolve the issue with them directly.

As @Glenntech mentions pursue through eBay/PayPal

I think it gets a little complicated with a section 75 and eBay purchases tbh - I would talk to your bank and even citizens advice and see what they say.

Judging by the sellers' feedback, they seem to deal solely in phones, game consoles, tablets, and other misc tech. I don't think for one minute this person traded in or bought it brand new. I wouldn't even be surprised if it was owned by someone else prior to the seller. The guy's a trader. Now they've gone quiet. Don't hold your breath regarding him getting in touch with Samsung. Hopefully, PayPal will come to the rescue.

it is section 75 but does not apply in our case because we did not pay using a credit card.

I was also told that the as described rules have changed with paypal too.

I am concerned that they don't and also even if he gets his money back he has lost data and photos that cannot be accessed as the phone is not unlocked to transfer files over to the PC.

He can still talk to his bank regarding a chargeback even though he paid via debit card. Speak to them, there's no harm in asking the question.
