Most likely your device was bought from a different region?

Which country are you in and which country did the device come from?

I'm afraid there is your problem. Your device is locked to UAE.

I'm afraid I'm not sure myself how you might get round it (not even sure you can).

I think the Device would need to have been used in the UAE  with a local sim card(via a 5-10 minute call), in order to remove the region lock once you insert a Uk sim card (if applicable)

I've imported phones before and never got the Samsung pay to work.
My Galaxy Note 5 I imported from the UAE.
Same as yourself, it wouldn't work.
As @JAMES4578 has said. From new it needs a local sim in the country of origin first of all. Again, a phone call is needed.
I will say that it doesn't always work. Could depend on service provider in the country of origin

I don't think it can be done retrospective, so unfortunately, your phone won't work with it now.
You can always use Google Wallet. Works well, and I never had issues with it.
