What are the upper and lower bounds of this bar in Game Booster?

Without knowing what the "Min" and "Max" points represent, this bar is totally meaningless

FPS means "frame per second" its depends on your network provider speed and your system speed.

I'm aware of what FPS means, but not having a number makes this feature pointless. For example, I may want to limit my game to 60, 45 or 30fps. How would I know where on the scale any of those values are if there's nothing to reference?
