Can an unlocked phone from carrier join beta program ever?

My fold 4 is unlocked but it's from ee.

In the past few years can carrier's phones join beta if it's unlocked?

To join it do I have to flash CSC?

It's usually only SIM free firmwares (EUX or BTU) that can join betas

Yes they can and you don't have to mod your phone as far as I know

It depends on what requirements Beta software engineers are needing.
It can be a bit tricky with network provider software that's been added to a phone.
Generally it's the network provider that pushes updates out to the phones.

My old Huawei P30 Pro I got from O2 and I was able to join a Huawei Beta program and that had O2 specific software.

But with the One UI 5 Beta, the requirements are for unlocked devices only.

Not this time. My rom F926BXXS2CVIH can have the beta. But Samsung for what ever reason does not offer it to me. But. It's in XDA
