Emergency bypass while silent

Please don't tell me this option is still not available as I looked up and found someone asking about this option (not putting phone on do not disturb BUT JUST SILENT) in 2019 and Samsung advisors replying back saying they will look into adding this option .. so has this been added ?? 

I want some very important calls to ring while rest can be on vibration..

I don't see that working. If I put my device on silent it means I do not want to be disturbed eg in a meeting etc and would not want anyone to be able to override this. My phone, my decision so I don't want anyone to override this.

Do not disturb will let ME decide if I want interruptions.
