By looking at the images you gave us if you gone to software update in settings it will be there

It's already started. Maybe it's full that's why you can't activate it. Go to "check software updates" and see if you can join.🤞

From what I can remember they do same each year, and that's reopen it when they're come to releasing the next beta.
