I have had no luck with getting my phone to setup cards to pay contactlessly using google wallet.I stumbled upon a work around while messing with a watch 4.
1. Add cards to google account on phone
2. Select google wallet as default payment wallet on watch and open google wallet on watch.
3.. If using the same google account, the cards should also appear on watch.
4. Select card(s) for paying .
5. Complete verification
It worked for me.
