Google pretty much dictate as and when updates are pushed, to which devices and regions, as and when it deems necessary. It isn't really surprising to hear Samsung's beta OS of Google's android not being updated to the latest versions of the Google Play Store or other services. In saying that, I've never encountered that message updating my S25 Ultra in OneUI 8 beta.
