Always ask option not there now for daul sim. When i set up my daul sim it doesn't give me the option to pick always ask I setting for when i want to chose what sim to send messages from but yet for calls it give you that option.

Google only enabled dual Sim in Google Messages this year. Google RCS setting - you should see your two numbers there, but there is a limitation. Your mobile carriers must support dual Sim.

Open Google Messages, Settings > RCS chat. Do you see one or two numbers? Google only made this possible this year. But as I mentioned,  your carriers must support dual sim

I have a voxi sim and a Lebara sim card.

You didn't answer on my question. What you see in Google Messages,  two registered sim number or only one, try to add second number through Google Messages, it's new feature,  maybe it's still available only in US, I don't know,  I don't have two sim cards
