How's my Watch 7 received a UI8 update but not the S24 Ultra?

You should have got it by now. Who or where did you get the phone from?

Software information
Scroll down to service provider software version
If you screenshot that bit. We can look up to see if the phone is from another region etc
If its not from the region you are in it may not get updates

So that's a UK EE supplied phone
Could be you will need an EE sim card to get any software updates.
Should still get updates and EE has updated their phones.
Maybe get a cheap EE pay as you go sim card from a news agents and try it
Can try connecting to a computer and using smartswitch on the computer to check for available updates as well
