I have looked in the settings, and my default browser should open.
There must be something I've missed.

Default browser = System default browser
Outlook preferred browser = Edge
In outlook settings
Outlook Home button > Settings Sprocket > Open links in > pick "Default browser"
then on the device itself
Settings > Apps > Choose default apps > Browser app > pick "Samsung Internet"

In that case, you might need to clear the Outlook App cache. And maybe data too but then You might need then to re-enter your accounts info, then check the settings again to make sure that;
Outlook Home button > Settings Sprocket > Open links in > pick "Default browser"
