I've been a heavy user of the mobile hotspot for my laptop. After the latest SW/OS update the hotspot no longer works.
I tried this with my Macbook as well as an Alienware laptop.
1. If S24 connected to WIFI, then share hotspot over WIFI, hotspot works
2. If S24 connect to 5G, where the 5G is totally fine and I can use my phone to surf internet, the wifi hotspot is not working.
When it's not working the laptop can ping the cellphone's IP, but laptop does not have DNS and laptop cannot reach WAN(public) IP. Seems routing is wrong when using 5G and hotspot.
I submitted feedback to Samsung and they ask for TcpDump. I don't want to go that far and there is privacy concerns. Am I the only person facing this issue?

Problem: After the Samsung S24 One UI 8 update, the mobile hotspot stopped working.
Cause: The update removed “dun” from the APN type, which is required for tethering.
Fix:
Option A – Edit existing APN if editable
Go to Settings > Connections > Mobile networks > Access Point Names
Open your active APN
Add “,dun” to the end of the APN type field
Save and restart your phone
Option B – Copy and create a new APN if fields are locked
Go to Settings Connections Mobile networks Access Point Names
Tap “+” to add a new APN
Copy all details from your current APN
Enter default,supl,mms,dun in the APN type field
Save, select the new APN, and restart your phone
Hotspot should now work on the Samsung S24.

I'm having the EXACT same issue. To isolate whether or not it's a mobile provider or APN issue, I moved the SIM card to a different phone with older One UI/Android, Hotspot works fine.
It just doesn't work on the S24 over mobile data since the One UI 8 and Android 16 update.

Fix:
Option A – Edit existing APN (if fields are editable):
Go to Settings → Connections → Mobile networks → Access Point Names.
Open your active APN.
In the APN type field, add “,dun” to the end (no spaces).
Save the changes and restart your phone.
Option B – Copy and create a new APN (if fields are locked):
Go to Settings → Connections → Mobile networks → Access Point Names.
Tap “+” to add a new APN.
Copy all details from your current APN.
In the APN type field, enter: default,supl,mms,dun
Save the new APN and select it.
Restart your phone.
Your hotspot should now work again on the Samsung S24.
