To be clear, it does not have Wi-Fi 7 currently, and I doubt it will. It has Wi-Fi 6E, to my understanding. I doubt they will obtain the certificates for the S23. But, if it ever did, that information would come from Samsung—we won't know as customers.
This is what I found on the internet: Samsung Galaxy S23 Ultra has the hardware (Qualcomm FastConnect 7800) to support Wi-Fi 7, Samsung has not enabled the feature via software
It seems the hardware does support it yeah, it's just disabled. My guess is the tech was too new at the time of the s23 so it wasn't worth trying to enable it.
If they wanted to enable it now, they'd probably need to recertify the device and test the radio effects of it with WiFi 7 on. That'd be a ton of work for a 3 generation old device. You can hope but I doubt it'll happen
