Noticed some new behaviour in the last few days..
Volume on the buds connected to 23 ultra is inconsistent.
Scenario
Listening to Spotify (not the only app affected. Also seem on YouTube)
Something catches my attention on twitter/discord probably a few other apps
Playing this the audio the volume drops - still audible but noticibly lower.
Finish with the content and back to Spotify...
Volume remains noticibly lower.
Closing Spotify/original audio source and reopening seems to return volume to normal level

Hmmm not sure what would be causing that. Try enabling developer settings and turning on the setting "Disable Absolute Volume".

Assuming the buds speakers are free of debris such as ear wax ( which affected mine ) that I cleared by sucking on the speakers, gross I know.
Or delete the pairing between the buds and phone and reset them to see if that helps @scotjock81
