Just got s23+, but I don't see that option under device care.  There is no diagnostic option. Can anyone tell me why?  How can I check battery ?  One YouTube says  I should check that when you get the phone, but there is no option.

What aspect of the battery do you want to check @g03f  ?

Under the battery and device care section under battery it will show you what's using your battery i.e apps.

Settings, Battery and Device Care , tap on the first option named Battery, tap on Usage since last full charge.

If you wish to check the health of your battery then an app in the Playstore called CPU-Z can do that for you.

There is also the diagnostic option in the support section at the bottom of the main page in the community part on here. It just said mine was good when I clicked on it and I'm currently using note 20. If that's any help?

It's normally just under the software update option in device care, then the diagnostic option and then under that is maintenance mode.
It is also found on the members page here on this site.

Or you can go to settings and press about phone, under software information you will see battery information click for more information such as max capacity or typical size of the battery.
