It is currently only available as a beta for S25 series.
It is unlikely that S23 series will get a beta. You'll likely have to wait for stable release.
That said, visually there is almost no real differences between One UI7 and One UI8. The upgrades are more behind the scenes. (I'm currently on beta, S25 Ultra)
