2-Step Verification works on some accounts and not others

Recently upgraded from S8Plus to S23Plus. 2-Step Verification or 2FA is turned on in Google and Samsung accounts. My new phone will not receive SMS verification text from some accounts, but will for others. So, I know the feature is functioning properly. I have have no blocked numbers.  Why is it being selective? Thanks.

That certainly is a conundrum @Ken P 

It maybe a process of troubleshooting on your phone i.e permissions etc. 

You could also send feedback via your Samsung Members App.

An AT&T executive escalations technician corrected the problem today. He went through my account and accessed certain configurations not available to customers. Apparently, disabling  Emergency Alerts caused the issue. As it was explained, this particular feature is indirectly associated with 2FA. Thanks for the reply @BandOfBrothers
