Connect smartphone and laptop to monitor

If i want to use dex, i can connect my phone to my monitor with a usb c displayport adapter and connect it to the monitor. And the laptop with hdmi. Then i can use picture in picture. 

But the i can not use keyboard and mouse on both devices. 

Is it possible to use a docking station and connect keyboard, smartphone and laptop and mouse to the dock and then connect the dock with 2 output cables, hdmi and displayport? 

Or is there a simple better solution?

No i cannot do that because of the security policy of the business laptop. I just want to connect with the monitor

That is not possible. I would contact your IT department and let them install it for you.
