Is the Bluetooth enable? If both, the Wi-Fi and Bluetooth cannot be toggled on then it could be the motherboard.
You could also try to rebooting on safe mode and see if the Wi-Fi works. It could also be an app which could be messing with the settings.

Did you try the phone diagnostics? You could see if the phone reports that there is a problem with the Wi-Fi.
Settings -> Device care -> Diagnostics -> Phone diagnostics.

It could well be that the wifi chip is gone. Please try to contact a Samsung repair shop.

I just want to add that I have had no problems with my S22 Ultra previously but after the ONE UI 7 and recent security patch my phone froze after turning on WiFi and continued in a restart loop continuously.
Eventually the phone somehow fixed itself and works like normal but turning the WiFi back on caused the phone to restart again.
A very recent post on the S22 ultra subreddit (on Reddit) has also indicated that WiFi may have caused their reboot loop issue to happen too
