How to access camera and microphone while sensors off

How to access camera and microphone while sensors off toggle is being activated. I would like to use my camera while sensors off is enabled

Maybe send the question to Google as they are the ones that have built the framework of the software.
Also by the fact they are turned off means they won't come on
