Not so much with the Browser as your somewhat limited to how fast your Browser works due to accessing the Internet.
But you can make the phone look faster by launching Developer Options by going into Settings and About phone and tap on software version then Build Number 7 times and then a pop up will say Developer Options Activated @Newtos8p
How-do-i-turn-on-the-developer-options-menu-on-my-samsung-galaxy-device.
Then come out of the About phone and Developer Options will be at the bottom.
Now in there is three options to change that makes the phone appear faster >
Windows Animation Scale .
Transition Animation Scale.
Animator Transition Scale.
But be careful not to change anything else in Developer Options unless you are 100% sure on what you are adjusting.

@Newtos8p Obviously your choice but if you have tried all the recommendations some of us have suggested (including wiping cache partition and developer options) and not satisfied could see if Factory Reset makes a difference . You need to do that before returning anyway and future updates should help. Appreciate some S22 Ultra users have issues but others seem to be impressed(not that I have direct hands on experience myself) .
As a matter of interest which model was your previous device?
