Me too. Especially while watching Instagram stories. It's only Instagram. I even uninstalled and reinstalled the app. Made sure it was updated and everything. Nothing helps.

This is a general issue in Android phones. Developers don't write code to support the huge variety of Android devices, and use like a screen capture of the camera app. This makes videos cr**py when not using the native camera app.
Samsung has promised to work with Instagram developers to fix this issue in the S22 line: https://www.techtimes.com/articles/271629/20220209/samsung-galaxy-s22-s22-integrates-better-with-ins...
Unfortunately, that's not the case.
Also, using the camera and sharing to Instagram is not a solution - you cannot apply IG filters when you share and you don't know when you need to stop recording as there is a time limit in IG stories.
