Yes, you can add a moving cloud effect to your photos using photo editing software like Photoshop or apps like PicsArt. For a dynamic effect, you can layer a cloud image or use a motion blur tool to create the movement. There are also some apps with built-in filters that might have this feature!

Thanks for your advice.
I already have "inShot" and "Motionleap" installed and running on Galaxy S22 Ultra phone more than 2 weeks. Please see attached screenshot
but I couldn't make them adding "Moving cloud" on photos.
I'm prepared to scan about 2,000 old photos on Galaxy S22, digitizing all of them to digital files. I have no problem to complete the work. I'm experienced digitizing hard copy photos on both mobile phone and flatbed scanner. The latter is too slow doing scanning job.
My Galaxy S22 Ultra phone is remotely controlled by my desktop PC, technology- Remote Desktop Access. Please see attached screenshot;
All works are done and operated on desktop PC.
Some of the old photos need to retouch. I'll do all works on Galaxy S22 Ultra phone. I won't do post-work on desktop PC, unless being compelled.
I only use the digital photos to create photo slideshows, not for printing.
