I don't think that Samsung or the S21u can be left accountable for the third party app integration that does not work... it is likely an issue with either Waze incompatibility, or with android 11 or One UI 3.1.
Google maps works fine these days, and the GPS is working with no problems for navigating with google.
Just to mention that Google bought out Waze a number of years ago and now own the rights to Waze.
Google maps has improved considerably over the past year or two. It now also has additional features such as speed camera and other information available. You may find that as features are passed to google maps that waze may become less common use.
A couple of years ago I used to use Waze... but no longer.
