if you have internet connection, then the quality of the call is higher, therefore having mobile data on = gives you an advantage, WiFi calling works similar way;

in simple terms, you are using something like Skype , but with a better quality and usually just the audio

Calling Over Wi-Fi is driven by your mobile network.

If your phone loses all network connection then if you have Wi-Fi connection it would switch to Calling Over Wi-Fi if you have the option turned On with your network and within your phone.

Some networks also allow text messaging this way too.
