"Stutter" as in lagging @WBENSTOCK ?
Try putting your phone into safe mode which disables downloaded apps but leaves the stock ones working and then see what happens.
If the issue stops then it's an app and by a process of elimination start deleting one at a time.
If this continues in Safe Mode then seek support from a Samsung Experience Store or Samsung Service Centre.
