Samsung S20+ not sending enhanced messages

I've recently purchased a Samsung S20+ and coming from an S9+ realised something with the messaging isn't right. ALL messages are green and none are blue.
I've been through the settings and the toggle is turned on yet they are not sending that way.
I have unlimited data so I know thats not the issue.
Has anyone else had this issue or know of a solution?

I had some major issues with this before.
Between my mums phone and mine, it turned out the new handset wasn't recognising her number properly after porting (it would send Chat messages on the original number of the SIM), a new SIM solved that.
Between a friend and I, he accidentally turned it off somehow.

Have you definitely got Profile Sharing on in your Contacts app?
The Chat Message toggle is definitely on in Messages Settings?
The "Send as Chat" ption definitely there in the individual message chain settings?

Yes Profile Sharing is on.
Yes the Chat Message toggle is on.
And the Send as Chat option is definitely there.
Also the Rich Communications toggle is on.
I've been in touch with Samsung on Facebook Messenger and they can't help either.

Did Samsung come back to you with the suggestion of reseting your network settings? That basically clears your Bluetooth, WiFi and mobile connections back to default.

yes they suggested that but I've already done that. Just updated to ONE UI 2.5 and it hasn't made any difference either
