How do I either change or remove shutter sound from camera?

I can't find the option to do this.

It would seem turning off (move slide to bottom) the System Sounds by using volume buttons then selecting options, turns the camera shutter noise off. Not sure what else it disables but my phone, message and alarm clock volume unaffected.

Some regions privacy laws seem to stop the sound of the shutter being toggled off via a setting @Pecker23 

Using your volume down rocker button should help.
