It might be beneficial @simon_88 to go into Settings > Connections > Data Usage > Allowed Networks for apps > Tap on the app and set it to use which connection you wish.
Also long hold on your Wi-Fi in your pull down shade and tap on Intelligent Wi-Fi and look at the settings there.

Have same issue with S24. Set in firefox and Whatsapp:
Mobile data/ "Allow background data usage: Off"
Then in settings/connections/data usage/allowed networks for apps
for both firefox and whatsapp "Mobile data only", and apps are still using wifi. So there must be a bug.
