Dialer now requires unlock?

Since Android 11, I've noticed I can no longer open the dialer without unlocking the screen.

So now my emergency contacts are no longer accessible!

I've tried Google Dialer, and contacts, no difference. In the lock screen settings the phone is now set as unlock required!

All that is needed is easy access to Dial emergency numbers or list and call emergency contacts.

Android 11 has an increased security features, that could be the problem why

Maybe if one of the accessible widgets let you display emergency contacts?
But it would still be more useful to allow the dialer to call those contacts. It allows emergency services to notify someone. This unfortunately is important.
