I'm not aware of any country stopping Spotify being downloaded.
Is spotify showing in your myapps in your Playstore at all ?
What version of Spotify are you attempting to download from the Playstore.

Worth checking out for some tips that have worked for some users experiencing this exact error message.
Appears that the most common cause is that the device's Play Store account's country is set to a different one to the device's current location. From the post of Alex's I've linked to:
"Can you go to Google play store >> click on menu button (the 3 line button on right top) >> Account.
In the country and profiles settings, make sure that the correct country that you're currently in is selected. If no, change it to the right one. "
